Recently, a parliamentary panel has accused different agencies for lack of coordination for planning and execution of Delhi Master Plan 2021 regarding the sealing drive in NCR. The present government is being blamed for ad hoc decision and piecemeal planning for present situation. Bringing down the situation on the formation of master plan and its components, parliamentary panel has commented that “Master plan of 2021 is just an exercise on paper without any ground work.” Recently, parliamentary standing committee has recommended that the next master plan should be more realistic and comprehensive in terms of providing adequate infrastructural facilities.
With the ongoing sealing drive in Delhi, the panel has observed that despite of the three master plans of 1981, 2001 and 2021, the implementation. “it is because that ongoing sealing drive is because of lack of coordination among the different authorities which are responsible for Delhi’s master plan 2021″, the panel report presented in Parliament. The committee mentioned that there has been a difference between planning and execution since the first Master Plan of 2021. DDA was also pulled up for indefinite delay in finalization of Land Pooling Policy after 5 years. The committee also observed that after notification to 89 villages as urban area and issue of notifying 95 villages is under consideration.
Regarding its report, the parliamentary panel has also raised the issue of third road which is linking Dwarka Sub city with West Delhi. Palam road and Pushpanjali road is still unable to withstand the huge vehicle demand of two lakh houses. DDA also notified the panel that UER II is the only road which is under construction, it joins Dwarka with Najafgarh which is being implemented by NHAI and there is no other proposal from DDA. The panel has recommended the ministry to consider the issue of building the third road to fulfill the demand of large number of houses in Dwarka sub city.
